Statement on the Announcement re Safe Consumption

Dear AFHTO Members,

Eliminating access to vital harm reduction care and programs will have high costs for Ontario families – including more deaths due to toxic drugs + increased costs to our health system, but without results for people and communities

Recent announcements from the Ontario government regarding the closure of 10 Consumption and Treatment Services (CTS) sites have prompted significant concern. The creation of 19 new Mental Health and Addictions Hubs, absent of harm reduction components, marks a critical shift in government's approach to addressing addiction and recovery in our communities.

AFHTO acknowledges the government’s efforts to streamline services and focus on mental health and addictions. However, the absence of harm reduction services in the new framework raises questions about the holistic support of individuals battling addiction. The Alliance for Healthier Communities has already voiced substantial concerns about this direction, a sentiment that AFHTO shares and supports.

Our commitment remains firm on supporting comprehensive, inclusive health care that incorporates harm reduction as a critical component of addiction recovery, where client and community safety are held in balance. This model has not only proven effective but is essential in ensuring that care and compassion reach those most in need, mitigating broader societal impacts.

We call for a constructive dialogue with the Ministry of Health. It is our collective responsibility to ensure that the new HART hubs encompass a full spectrum of care, including evidence driven and safe harm reduction services. By fostering collaboration between primary care partners, healthcare providers, and community organizations, we can ensure that these hubs truly benefit those affected by addiction and mental health challenges.

As we move forward, AFHTO will continue to stand with the Alliance, the IPHCC, and all impacted communities. We will advocate for policies that support, rather than diminish, the foundational services that safeguard communities and uphold the dignity of every individual in our collective care.
